The Real Difference Between Turnkey and Traditional
When you’re planning a commercial fit-out in Dubai, “turnkey” is a word every contractor throws at you. But what does it actually mean in practice — and more importantly, is it always cheaper than hiring separate designers and contractors? After 1,000+ projects, here’s the cost data no one shares publicly.
What “Turnkey” Actually Covers
A genuine turnkey fit-out means one contract for: concept and detailed design, MEP engineering, DM/DDA authority approvals, construction and partitioning, joinery and built-in furniture, loose furniture procurement, IT infrastructure, AV installation, branding and signage, and final cleaning and handover. One company, one project manager, one point of accountability. You approve the design, you pay the invoices, and one day you walk into a finished office.

The hidden cost of traditional: every variation order becomes a negotiation between 5–7 companies. “That’s not in my scope” is the most expensive phrase in fit-out — it means time, legal review, revised quotes, and your project stalling while vendors argue about who pays for a missed detail.
Why Turnkey Is Faster
In a turnkey model, design and procurement overlap. Your contractor starts ordering long-lead items (doors, glass, joinery) while finalising drawings. In a traditional model, you finish design with one vendor, tender to contractors, wait for bids, negotiate, sign contracts, and only then start procurement — 6–8 weeks longer minimum.
Real example: A 800 sqm DIFC office we recently delivered went from lease signing to handover in 11 weeks — turnkey. The tenant’s previous 400 sqm office, done traditionally, took 22 weeks. Same jurisdiction, same type of fit-out.
When Traditional Might Make Sense
Turnkey isn’t always the answer. Traditional can work when: you have an experienced in-house project manager who does this full-time, you’re doing a very small fit-out (under 150 sqm) where the coordination overhead is minimal, you already have long-standing relationships with specific vendors you trust, or you’re building an ultra-custom design where a specialist architect’s vision is non-negotiable.
How to Compare Quotes Properly
Comparing a turnkey quote to a traditional multi-vendor estimate isn’t apples-to-apples. Here’s what to check:
- Is authority approval included? Some turnkey quotes exclude DM/DDA fees — they’re “at cost.” Ask.
- What’s the BOQ granularity? A proper turnkey quote includes a detailed Bill of Quantities — not a lump-sum figure. If your quote doesn’t have line items, ask why.
- What’s excluded? IT equipment (servers, switches, laptops), loose decorative items, and relocation costs are typically not in fit-out scope. Make sure you know what you’re signing up for separately.
- What’s the warranty? Turnkey should include a 12-month defects liability period covering all trades. Traditional means chasing 5 different companies for warranty claims.
The Bottom Line
For 80% of commercial fit-outs in Dubai between 200–2,000 sqm, turnkey is the lower-risk, faster, and — when priced properly — less expensive option.
